1.  Latarbelakang
Teknologi Informasi perlu disikapi sebagai pendorong menuju kemajuan, efektifitas dan efisiensi tatanan kerja, tak terkecuali pelayanan akademik. Dengan kekuatan sumberdana dan sumberdaya manusia yang dimiliki, FISIP UNS, termasuk Sub Bagian Pendidikan, berpeluang untuk meningkatkan layanan berbasis Teknologi Informasi (Web). Berbagai sistem pelayanan berbasis web telah terimplementasikan, yaitu: Siakad Online, Siladik, Soal dan nilai via e-mail, Komputerisasi Perpustakaan, Publikasi Web, Digitalisasi Arsip akademik, dan Sapendimas (Sistem Administrasi Penelitian dan Pengabdian Kepada Masyarakat).

INTRODUCTION

The primary function of libraries and information centers is to preserve and disseminate new information. Recording information  is not a new issue in a library. It has been developed manually over the centuries in a card catalogue. Last century a cataloguer might have used a typewriter to store a book’s information - author, title, publisher, date of publication, dimension, etc. - on a card catalogue. Now, however, most libraries in developed countries are overwhelmed with the very fast growth in technologies for storing, processing and distributing information, such as hardware, software, CD ROMs, etc.

From time to time libraries and information agencies improve the services to their patrons. They provide themself with databases and system application to meet the users’ demand and satisfactory. Database is a collection of records or unit of information, normally stored in a computer system; it may consist of one or more files (Hunter and Backeweel, 1983. p. xiv). It will be valuable if access points are provided.
To discuss access points in a database that is indicating their importance in the information retrieval, we will discuss first in a brief the choice of access point, then talking about the access point in manual libraries by which is using card catalogue and  continued to the access points in online catalogue.

REFERENCE SERVICES: A SAMPLE PRACTICE

I. INTRODUCTION
The most fundamental service of reference activities is answering questions. A library’s client may come as an individual to get a query about a topic and approach the reference desk expecting the librarian to provide an answer, or if not to indicate where or how the information may be found.
This project deals with a practical reference service and involves: conducting a  reference   interview to find out “any information” formulating search strategies, identifying  and deciding the appropriate resources  to a such query, negotiating the findings with the client and then evaluating the resources against the evaluation criteria. The client wants to obtain documents in various media: full text, abstracts, bibliographic references/citations, conference proceeding articles, books, journal articles, and statistics in order to prepare her masters degree thesis. Further requirements are that the documents must be written in English or Indonesian, published since 2005, and can be find in any barrier.

Any information stored in a computer is referred to a data. This data can then, with a specific instruction, be processed and searched. The Data is organised into its parent: individual records which is made up of elements called fields. A field consists of one or more data elements. Each element contains words which is composed of digits of characters or numeric. When we group records together we produce a file; or in another word, a file will contain a number of records. Files are then organised into a database. In a library, a file might  be a catalogue. In this case, the record then becomes each individual entry in the catalogue, and the fields are the elements within entry, eg.: author, title, subject, call number, imprint, ISBN, etc.

Era Teknologi Informasi perlu disikapi sebagai pendorong menuju kemajuan, pengefektifan dan pengefisiansian tatanan kerja, termasuk pelayanan akademik. Sebagai dampak dari perkembangan teknologi informasi, Universitas Sebelas Maret mencanangkan E-Administration yang pelaksanaanya dimulai tahun 2010. E-administrasion akan merubah aktivitas dan pekerjaan yang dulunya dilakukan secara manual dan oleh banyak orang menjadi dilakukan dengan komputer beserta perangkatnya dan dilakukan oleh sedikit orang, bahkan dengan waktu yang lebih cepat dan akurat. Pelayanan e-administration dimungkinkan tersedia selama 24 jam sehari, 7 hari dalam seminggu.
